About LCB's Social Equity in Cannabis Program

Alta Point Consulting, LLC has been selected by the Liquor and Cannabis Board (LCB) to serve as the third-party contractor responsible for managing the application review and scoring process for the Social Equity in Cannabis Program. We ensure that all applications are evaluated fairly, impartially, and transparently.

Our Role in the Social Equity Licensing Process

As the Independent Contractor for LCB, Alta Point Consulting will:

  1. Administer the Review Process – We oversee the entire review process, ensuring registrants are processed correctly and efficiently

  2. Verify Eligibility – Our team reviews all submitted documentation to confirm that registrants meet the minimum program qualifications.​

  3. Score Applications – Using LCB’s official scoring rubric, we evaluate and rank registrants objectively based on the established criteria​.

  4. Conduct a Fair and Impartial Review – Our compliance specialists and quality assurance professionals ensure consistency and accuracy in all evaluations.

  5. Notify Registrants of Their Status – We send out preliminary scores and provide guidance on the 21-day remedy period, allowing registrants to submit additional documents if needed​.

  6. Prepare Data for LCB and the Lottery Process – If multiple registrants receive the same high score, we prepare anonymized registrant data for a double-blind lottery selection process​.

  7. Provide Ongoing Administrative Support – Our team offers technical assistance, maintains communication records, and ensures a smooth experience for registrants.

  8. Support the Appeals Process – If a registrant requests an administrative hearing, Alta Point Consulting provides documentation, declarations, and expert testimony to support LCB’s decision.

 

Alta Point Consulting does NOT:

  1. Make policy decisions regarding the Social Equity in Cannabis Program.

  2. Determine who receives licenses — our role is strictly to review, verify, and score documentation according to LCB’s established rubric​.

  3. Provide preferential treatment — every registrant is reviewed under the same objective scoring process.

Our primary goal in regards to this project is to empower social equity applicants by providing them with the resources and knowledge necessary to not only establish but sustain successful cannabis businesses. Beyond business success, we want to ensure that social equity participants can build generational wealth, reinvest in their communities, and access stable career opportunities.
