CANNABIS SOCIAL EQUITY PROGRAM – REGISTRATION GUIDE AND DOCUMENTATION CHECKLIST

We strongly recommend that you gather and prepare all required documents before starting your application. Preparing in advance will help you avoid delays and ensure your application is complete.

Once you hit Submit in the system, you will not be able to change or update your answers or upload new documents. Please take your time and review everything before submitting.

WHAT EACH QUESTION ASKS AND SUGGESTED DOCUMENTS

Below is a summary of the questions you will see in the registration process, along with the types of documents you should have ready.

Ownership and Individuals – Question: How many individuals make up the 51% ownership.
- Documents Recommended:
  - Names, birthdates, contact information
  - Ownership or operating agreements showing share and control
- Example File Names:

- Important Note:
  - All individuals making up the 51% must meet eligibility and provide documentation.
Washington Residency Requirement – Question: Have you lived in Washington State for at least six months prior to registration?
- Documents Recommended:
  - WA driver’s license or ID Utility billl
  - Lease or mortgage statements
  - Voter registration
  - Tax returns
  - Pay stubs
- Examples File Names:
  - Residency_JohnSmith.pdf
  - UtilityBill_ResidencyProof.pdf
- Important Note:
  - If your application lists a non-Washington address, you will be asked to provide additional evidence showing you lived in WA for at least six months.
  - An affidavit can be submitted, but supporting documentation is highly recommended. Affidavits may be carefully reviewed along with all available evidence.
Disproportionately Impacted Area (DIA) Residency – Question: Did you live in a Disproportionately Impacted Area (DIA) in Washington for at least one year between 1980–2010?
- Documents Recommended:
  - Lease agreements
  - Utility bills
  - Tax returns
  - Driver’s license or ID
  - Voter registration

Cannabis or Drug Convictions – Question: Were you (or family members) convicted of a cannabis or drug offense?

Sentence Type (Self) – Question: What type of sentence did you receive?
- Documents Recommended:
  - Court records

Household Income – Question: Was your household income below the Washington median last year?
- Documents Recommended:
  - Tax returns
  - W-2s or pay stubs

Medical Cannabis Business Ownership – Question: Did you own a medical cannabis dispensary or collective garden before July 1, 2016?
- Documents Recommended:
  - Business licenses

  - DIA proof if claiming DIA points

Previous Social Equity Application – Question: Did you previously apply in the HB 2870 window but not receive a license?

NAMING YOUR FILES

We recommend using clear, consistent file names:

Format: Category_LastName.pdf
Examples:

Residency_Smith.pdf
Conviction_Smith.pdf
Income_Smith.pdf

SPECIAL NOTE ON WA RESIDENCY

If you provided an address outside of Washington State in your application, you must submit documentation that clearly demonstrates you lived in Washington for at least six months before registering.

Supporting documents may include:

Bills
Lease or mortgage
WA driver’s license or ID
Tax returns
Other evidence

Affidavits alone may not be sufficient without additional proof. We will review all submissions carefully.

Regulation Reference:
- WAC 314-55-570: Applicants must have 51 percent ownership and control by one or more individuals qualifying as a social equity applicant. All individuals that are part of the license registration must have lawfully resided in Washington state for six months prior to the registration date.
